Nothing is uploaded because nothing needs to be. Cropping happens on a canvas in your browser, and the background is removed by a neural network that downloads to your device and runs there. The only thing that travels is the model coming down — your photo never leaves the tab, and the source code is public so this can be checked rather than believed.
When this is what you need
Portals state a weight in kilobytes far more often than they state one in millimetres, and they refuse the upload without saying which limit was broken. If your document is in the catalogue, use its page instead: the export there compresses to that authority's own limit and crops to its size at the same time.
