Can a Vietnam visa photo be taken in a hijab, turban or other head covering?
Yes. A covering worn every day for religious reasons is accepted; an ordinary hat is not. The face has to be visible from the bottom of the chin to the forehead, both edges of the face have to show, and nothing may cast a shadow across it. Keep the fabric plain and unpatterned, and pick a colour that stands apart from the background — a white covering on a white background merges into it, which is the rejection Canada and Türkiye both warn about by name. The palette here can set a background that contrasts.
evisa.gov.vn: the photo will not upload, or comes back rejected — why?
evisa.gov.vn refuses anything that is not JPEG, anything above 2048 KB, and anything smaller than 600 × 900 pixels. Exporting here keeps all three inside the limits. If the file is within spec and the site still errors, that is their service, not your photo.
